The PC is definitely grounded and the only USB devices connected is my mouse and keyboard and the DAC. So far what I'm getting is that its interference from some unknown source, but I have no idea what it could be. So loud that I'm afraid it might damage my hearing. It startles the bejesus out of me and causes me to yank my headphones off. For instance when steam beeps or a video starting after a while of no sound. There doesn't seem to be a reliable way to recreate it, but I have noticed it usually happens when sound is played after a period of silence. It doesn't happen consistently and it can be fine for weeks at a time but it usually happens again. Basically, there is a really loud static burst between half a second and 2 seconds.
